Sections 'default' to the scale of the view where the sections are created e.g. if you place the section in a 1:200 view the hide at scale will be set to 1:200, place in a 1:5000 view and it will be set at 1:5000. I don't believe there is a way to set up the default any differently.

What about if, on your 1/4" plan view, you create just a callout view of the stairs. Then on that other view, at 1/2", you make all the section marks you need, to create the other views.
